         Minutes of the Parish Council Meeting held on 13th May, 2019

in the Assembly Rooms, St. Briavels at 7:50 p.m.

It was resolved to accept apologies from Cllrs. Burley and Hurley.






No requests received.



It was resolved to adopt, as a true record, the minutes of the Parish Council meeting held on 8th April, 2019.

In response to a question regarding the Whittington Close Play Area project, it was suggested that the Clerk circulate the information regarding this in order to bring the new Councillors up to date.



A comment was made regarding communications from Parishioners and ensuring that any received by the Clerk are passed on to all Councillors.  The meeting received an assurance that communications from Parishioners were always passed on.

Ongoing – organise another meeting with Brian Watkins and invite other Councillors to attend if free to do so.

Cllr. McFarling informed the meeting that on the 23rd May, 2019, the District Council would elect its Chairman, Vice-Chairman and Leader.  The various committees would then elect their officers. He also reported that the turkey farm at Clearwell had been refused planning permission and this would be brought back to this Council when the applicant reapplies/appeals.

         Cllr. Chivers outlined the arrangements for the Get-together, which was due to take place on Wednesday, 22nd May, 2019 at 6.00 p.m. in The Pavilion.  The format for the evening would involve attendees by giving them an opportunity to respond to three questions.  Six organisations would be able to read out their reports; names would be drawn out of a hat at intervals during the evening.  He suggested that all the reports could be displayed on the new notice board in the bus shelter; two a week.



         25.1      Clearwell and Stowe Hill Quarries – variation of condition 2 (Approved working programme) of planning consent DF/2238/X dated 05/01/2007 – comments by 30th May, 2019. Cllr. McFarling said that he would talk to Newland Parish Council and pass their comments to the Clerk to share with the Council and respond.

25.2      Correspondence from SBAR Trustees, circulated to Councillors, was noted as this was not a Parish Council matter.  Cllr. Plummer wished to ask Mr. Hurley if he would be prepared to share, in a personal capacity, with the Council, the letter which resulted in the correspondence that was sent to Councillors. However, it was emphasised that he is under no obligation to do so.  Clerk to send a request to that effect.

During discussion, it was clarified that the Councillor appointed by the Council as a Trustee of the Almshouses will be acting as a Trustee and not as a Councillor as the Trustees are a completely different body from the Parish Council.

25.3      E-mail from West Dean Parish Council – request for help regarding the investigation of speed cameras and other devices.  Cllr. Lounds to complete the questionnaires and return on behalf of the Council.



None received.



         Dementia Awareness – The meeting noted that the SBAR Trustees were trying to organise another visit to have the Assembly Rooms audited.  Cllr. Walker said that she had spent four afternoons learning about Dementia and was now qualified and able to lead courses too.  Also, she had arranged for a seat to be placed outside the Doctors’ Surgery for people not wishing to wait in the waiting room.

  1. CONFIDENTIAL MATTERS – Exclusion of the Press and the Public – it was resolved that, for the remaining business of a confidential nature, the press and the public should be excluded from the meeting in accordance with Standing Order 1.1.3.


31.1      Clerk’s Annual Review – 2018/19

                      Cllr. Rees outlined the Clerk’s appraisal and it was noted that the comments were positive.  As a result of feedback from the appraisal, Cllr. Rees proposed, Cllr. Lounds seconded, the      purchase of 9 copies of ‘The Parish Councillor’s Guide’ for Councillors.  It was resolved to purchase the guides which would remain the property of the Council.

31.2      Clerk’s Salary – 2019/20

                      It was resolved to implement the proposal made by Cllr. Rees and seconded by Cllr. Walker, that the Clerk’s salary be moved to SP12.
