St. Briavels Parish Council

          Minutes of the Annual Parish Council Meeting held on 13th May, 2019 in the Assembly Rooms, St. Briavels at 7.00 p.m.

 

 

PRESENT

Cllrs. Chivers (Chairman), Lounds, McFarling, Plummer, Rees, Thomas and Walker.

 

IN ATTENDANCE

Clerk and one member of the public.

 

  1. ELECTION OF CHAIRMAN

Cllr. Cllr. Chivers was proposed by Cllr. McFarling, seconded by Cllr. Lounds and elected as Chairman.  Cllr. Chivers signed the Declaration of Acceptance of Office at the end of the meeting.

 

  1. APOLOGIES

It was resolved to accept apologies from Cllr. Burley and Hurley.

 

  1. ELECTION OF VICE-CHAIRMAN

Cllrs. Rees and McFarling were both nominated and following a vote, Cllr. Rees was elected as Vice-Chairman.

 

  1. DECLARATIONS OF ACCEPTANCE OF OFFICE

It was confirmed that a Declaration of Acceptance of Office has been signed by all Councillors present.

 

  1. DECLARATIONS OF INTEREST

None declared.

 

  1. DISPENSATION REQUESTS

None received.

 

  1. PUBLIC QUESTIONS

A member of the public congratulated those present on their election to the Council and commented that he hoped the Council could help resolve the ongoing SBAR/AH issue.

 

  1. APPOINTMENT OF COUNCIL REPRESENTATIVES

          Council representatives were appointed as follows:

8.1        Playing Fields Association – Cllr. Walker.

8.2        Charles Lord Denton Almshouses Trust – Cllr. Plummer – for a four-year period.

8.3        William Whittington Charity and United Charities – Cllrs. McFarling and Rees.

 

  1. APPOINTMENT OF LEAD COUNCILLORS

          Councillors were appointed to the Lead Councillor roles as follows:

9.1        Finance – Cllrs. McFarling and Plummer were both nominated for this position and following a vote, Cllr. McFarling was appointed.

9.2        Governance & Staffing – Cllr. Rees.

9.3        Footpaths – Cllr. Hurley was nominated, but it was agreed to defer this appointment until the June meeting.

9.4        Highways – Cllr. Lounds.

9.5        Planning – Cllr. McFarling.

9.6        Emergency Planning/Snow Wardenit was agreed to defer this appointment until the June meeting.

9.7        Cemetery – Cllr. Rees.

9.8        Assets & Maintenanceit was agreed to defer this appointment until the June  meeting.

 

  1. KEY PARISH COUNCIL DOCUMENT – STANDING ORDERS, CODE OF CONDUCT,

          POLICIES, PROCEDURES AND REGULATIONS AND RISK ASSESSMENT.

The Chairman proposed that the Council’s Key Documents be signed off in June, including a policy for GDPR, to give all Councillors a chance to look through them.  This proposal was   seconded by Cllr. McFarling and agreed by all.  Cllr. Plummer was asked to e-mail the Clerk with her observation regarding Key Document 9 – Statement of intent as to Community Engagement.

 

  1. REVIEW OF ASSETS

It was agreed that the Register of Assets would be adopted at the June meeting with the addition of the two pots located at the bus shelter on The Square.  A query was raised regarding the equipment purchased for the Litter Picking Group and whether this should be included in the list of assets.  Clerk to look into this.

PMN: Also, to be added are the silhouettes received for the WW1 Centenary event.

 

  1. REVIEW OF INSURANCE

The current arrangements for the Parish Council’s insurance were noted as part of a        three-year agreement, to be reviewed in 2020.

 

  1. DATES OF FUTURE MEETINGS

         To confirm the date and time of meetings for the forthcoming Parish Council year.

NB: 6.30 p.m. for viewing of planning applications and talk to parishioners; 7.00 p.m. meeting commences.

         It was agreed to hold April’s meeting on Wednesday, 15th April as the second Monday in April (13th) is a bank holiday (Easter).
